Minutes of October 18, 2022

The second business meeting for October was held on October 18, 2022, at the Charlestown Township Office at 4030 Whitehorse Road, Devault, PA.

Budget Work Session

Proposed Changes to the Budget Format

The Board was in agreement with proposed changes to the Budget format. A summary sheet was added as a front page to improve readability. Columns were reduced to three from five, now showing the actual figures for 2 prior years plus the current year-to-date. This is a more standard format that simplifies the spreadsheet while retaining the most pertinent data.

Review Draft 2022 Budget for all Funds

Mrs. Csete gave an overview of the seven funds, consisting of three operating funds: General Fund, Liquid Fuels Fund, and ARPA (Covid Relief) Fund, two capital funds: General Projects and Open Space Projects, and three Special Review Funds: Transportation Improvements (Act 209), Stormwater Management, and Recreation Fee-in-Lieu.

Budget in Depth

The Board reviewed the draft budget prepared by the Mrs. Csete and Mr. Heleniak. No tax increase is proposed with the millage rate remaining at .75 mils (¾ mil).

The following changes were made to the proposed draft budget:

  1. General Fund Revenue & Expenditures
  2. Acct # Category Adjustment
    405.10 Administrative Salaries Add $5,000 to include an additional recording secretary for Historical Commission and Environmental Advisory Committee meetings.
    405.40 Custodian & Office Maintenance Increase from $7,500 to $15,000 to increase office cleaning frequency to once a week at the new, larger office.
  3. State Fund Revenue and Expenditures - no changes
  4. ARPA Fund - no changes<
  5. Capital Reserve Fund Revenue and Expenditures - no changes
  6. Capital Reserve Fund for Open Space Projects - no changes
  7. Recreational Fee-in-Lieu Fund - no changes
  8. Act 209 Transportation Fund - no changes
  9. Stormwater Management Fund - no changes

The budget will be revised and re-distributed to the Board prior to the November 7, 2022 Supervisors Meeting at which time Mrs. Csete will be authorized to advertise and post it on the Township website.

A salary worksheet was circulated for discussion with regard to setting pay rates at the January Reorganization meeting.

Adjournment

Mr. Piliero adjourned the meeting at 6:40 p.m. The next Business Meeting is scheduled for Monday, November 7, 2022, at 7:00 p.m. at the Great Valley Middle School.

An executive session was held following the meeting to discuss personnel matters.
