A budget work session and business meeting was held October 20, 2020 at the Township Office, 4030 Whitehorse Road, Devault, PA.

Budget Work Session

Overview

Discussion began with an overview of the four funds: General Fund, Liquid Fuels, and two capital funds, one for general projects and one for open space projects.

Mrs. Csete pointed out that starting in 2022 the Board may need to use some of the general-use earned income tax revenue for general expenditures. Traditionally it was used only for open space and in some years, a portion went for road construction, but as general fund needs grow, some of this revenue will need to be directed toward it. There are no restrictions on this first ½% of the EIT; only on the additional ½% that was passed by referendum and is required to be used for open space projects only.

Budget in Depth

The Board reviewed the draft budget prepared by the Township Manager and the following changes were made:

  1. General Fund Revenue & Expenditures - no changes
  2. State Fund Revenue and Expenditures - no changes
  3. Capital Reserve Fund Revenue and Expenditures - No changes
  4. Capital Reserve Fund for Open Space Projects

    Revenue - No changes

    Expenditures - Two changes:

    Acct # Category Adjustment
    454.90 Charlestown Park Improvements Increase from $20,000 to $30,000 to include replacement of restroom doors
    454.15 Great Valley Nature Center Increase from $500,000 to $600,000 to prepare property for long-term tenants (pending acquisition of the property)

The budget will be revised and re-distributed to the Board prior to the November 2, 2020 Supervisors Meeting at which time Mrs. Csete will be authorized to advertise and post it on the Township website.

Future Needs

Construction of a township office and changing personnel needs were discussed for the time period beyond 2021. Two subcommittees will be created in January 2021 to address planning for each of these two items.

Other Business

The Board directed the Manager to take care of the following item:

  1. Confirm that the 3 second “all red” phase of the signal at Yellow Springs/Warner Lane and Route 29 is supposed to be in effect all the time and not only when pedestrians press the crosswalk button.

Adjournment

An executive session was held after the budget work session to discuss legal matters. The meeting was adjourned at 6:50 P.M. The next meeting is scheduled for November 2, 2020, 7:00 P.M. via Webex.
