BOARD OF SUPERVISORS’ MEETING
JULY 26, 1993
MINUTES

The Charlestown Township Board of Supervisors held their fourth meeting of the month on Monday, July 26, 1993, at the Charlestown Elementary School, Charlestown Road, Devault.

Present: Irene W. Ewald, Chairman; John C. Martin, Jr., vice Chairman; Thomas F. Oeste, Esq.; Surender S. Kohli, P.E.; G. Paull Nation, AICP; Linda Csete, acting Secretary and those on the attached list of attendees.

The Chairman called the meeting to order at 8:10 P.M.

The Chairman started the Continued Public Hearing of Charlestown Meadows, located at Route 401 and Newcomen Road, consisting of 210 units on 78 acres. The Chairman turned the meeting over to Thomas C. Jackson, Esq., attorney for Conestoga Partnership, who began the cross-examination of Surender S. Kohli, P.E. A Court Recorder took the minutes of the hearing. Mr. Jackson questioned Mr. Kohli on items contained in his March 4th letter, beginning with the definition of “adjoining buildings” and the possible effect of the definition on the applicability of Section 607-G of the Subdivision and Land Development Ordinance which specifies setback requirements between buildings. Other questions involved utility placement. Waiter Green of Yerkes Associates was permitted by the Board to ask some questions at this time. The Chairman called a 10 minute break and the meeting reconvened at 10:00. Following the cross-examination, questions were asked by Mr. Oeste, Mrs. Ewald and Mr. Martin. The Chairman turned the hearing over to Mr. Oeste, whose first witness for the Township was C. Paull Nation, AICP. Mr. Nation responded to Mr. Oeste’s questions regarding the repositioning and removal of some cluster units, and the number, placement, and caliper of trees called for by the Ordinance, the acceptability of grading plan and the requirements for depicting open space improvements in the plans. Mrs. Ewald asked several questions and then stated that this Public Hearing would be continued on Thursday, August 5th at 8:00 P.M. at the Charlestown Elementary School, if the school is available.

The meeting was adjourned at 11:10 PM.
