PUBLIC NOTICE

NOTICE IS HEREBY GIVEN that the Board of Supervisors of Charlestown Township will hold a public meeting to consider passage of the following ordinance on October January 7 at 7:00 PM at the Great Valley Middle School, 255 N. Phoenixville Pike, Malvern PA, 19355. A copy of the ordinance is available for public examination without charge or may be obtained for a charge not greater than the cost thereof during regular business hours at the Township Offices located at 4030 Whitehorse Road, Devault, PA 19432. A summary of the text of the ordinance is as follows:

AN ORDINANCE OF CHARLESTOWN TOWNSHIP, CHESTER COUNTY, PENNSYLVANIA, CREATING AN ENVIRONMENTAL ADVISORY COMMITTEE, PROVIDING OPERATING PROCEDURES, AND STATING THE POWERS OF THE COMMITTEE

Section 1 provides that an advisory Committee shall be known as the Charlestown Township Environmental Advisory Committee, be created and shall function until this ordinance is revoked.

Section 2 sets for provisions added as Chapter 6 of the Charlestown Township Code of Ordinances, outlining the functions of the Environmental Advisory Committee as follows: §101 Composition. The Committee shall be composed of five residents of the Township; §102 Appointment. Members shall be appointed by the Board of Supervisors for terms of 3 years; §103 Officers. The Board shall designate the Chairperson and the Committee shall elect all other necessary officers; §104 Advisory role. The Committee is to be advisory to, and shall coordinate its activities with, the Board of Supervisors and planning commission. § 105 Powers. Identify environmental problems, Recommend plans and programs to the Board of Supervisors for the promotion and conservation of the natural resources, make recommendations as to the possible use of lands owned by the Township, provide for education and outreach on issues affecting the environment such as recycling, stormwater, and septic system, Earth Day and scouting projects that improve the Township; § 106 Meetings. The Committee shall adopt rules and regular meeting dates; § 107 Records. The Secretary shall keep minutes of all meetings of the Committee and forwarded to the Board of Supervisors; § 108 Compensation and Reimbursement of Expenses. Members of the Committee shall serve without compensation, but may be reimbursed for necessary and reasonable expenses.

Section 3 of the Ordinance provides a severability clause, Section 4 of the Ordinance provides a repeal of conflicting sections of the Code and Section 5 of the Ordinance provides an effective date five (5) days from enactment.
