Guidelines for Conduct at Public Meetings

Charlestown Township recognizes the right of its citizens to present public comments on Township issues and encourages your participation. We’re very interested in your comments on the topics being discussed.

For items that are listed on this evening’s agenda, the Planning Commission first hears from the presenter(s), and follows up with questions and discussion from its members. The Chairman will then open this discussion to the public for your comments and questions before any vote is taken. In the interest of time, we respectfully request that you refrain from reiterating comments already directed to the Commissioners.

Minutes are taken by hand for our public meetings. We ask that you preface your comments by stating your name, spelling it if necessary, and providing your address. Please speak slowly and clearly for the record.

How to Get Scheduled for a Future Agenda

Formal Applications, including Sketch Plans, Preliminary or Final Subdivision & Land Development Plans, Applications for Zoning Amendment, must be submitted 3 weeks prior to the next meeting. Contact the Township Office to coordinate what information, and how many copies, are needed for the submission.

General matters for discussion are at the discretion of the Planning Commission Chairman, who will consider whether they merit inclusion on a future agenda. Requests should be made via email to (manager@charlestown.pa.us) two weeks prior to the next meeting.

Note on Public Meetings during the Coronovirus Crisis

On Wednesday March 25, 2020 the House of Representatives passed unanimously HB1564 which contains provisions to allow municipalities to meet remotely during a disaster or emergency declaration by the Governor and instances where the conduct of affairs of the municipality at a regular place and time are imprudent, inexpedient or impossible. It provides that the municipal governing body can meet remotely and exercise its executive, legislative and judicial powers by means of any telecommunications device and provide for public participation. The governing body need not have a quorum physically present at any one location. It includes a mechanism for a municipality or an agency or board of a municipality to freeze consideration of any application, plat, plan or other submission that have approval deadlines in statute.
