Budget Work Session and Business Meeting
Minutes of October 24, 2017

A budget work session was held October 24, 2017 at the Township Office, 4030 Whitehorse Road, Devault, PA.

Frank A. Piliero, Chairman, Charles A. Philips, Vice Chairman, Kevin R. Kuhn, and Michael J. Rodgers. Hugh D. Willig was absent.

New Business

Valley Forge Sewer Authority Update

Mr. Rodgers provided an update on legal matters related to the VFSA. He noted there are vacancies on both the 6 member Owner’s Board and the 9 member Joint Board to be filled to represent Charlestown. Candidates were discussed for consideration and appointments will be considered at the November 6th meeting.

Historical & Architectural Review Board

The Board signed a letter of appreciation for Linda Appler, who is retiring from the HARB at the end of this year. Her position is one that requires the person be a licensed realtor. A notice has been posted on the website seeking new candidates.

Brightside Farm Park Update

Mr. Kuhn said the contractor is scheduled to pave the new trail at Brightside this Friday and Saturday. The township engineer will notify the Roadmaster that a clogged pipe under Yellow Springs Road is causing runoff onto the farm property and needs to be cleared as soon as possible.

Accounts Payable Report

Mr. Rodgers moved to approve the Accounts Payable Report for the General Fund dated 10/24/17 and Mr. Philips seconded. Mr. Piliero called for discussion, and there being none, called the vote. All were in favor.

Open Space Update

Mr. Kuhn provided an update on the Great Valley Nature Center and various other properties of interest for the open space program.

Road Maintenance Items

Mr. Rodgers asked that the Roadmaster check the grates on storm drains on Howell Road, which should be replaced with bicycle-safety ones.

Budget Work Session

The Board reviewed the budget draft prepared by the Township Manager and made the following changes:

    411.32 Fire Protection – East Whiteland Volunteer Fire Co. annual contribution Increase amount by $8,250 to $278,250
    411.32 Fire Protection – EWVFC Capital Contribution toward new Pumper Create new category and include $50,000
    461.10 Environmental Advisory Committee Remove category

  4. Open Space Fund Revenue - no changes

Administrative Notes

Mr. Piliero suggested adding a note below the carryover line for each of the three funds stating “Accrual for Long-Term Projects to be Determined”.

The budget will be revised and re-distributed to the Board prior to the November 6, 2017 Supervisors Meeting at which time Mrs. Csete will be authorized to advertise and post it on the Township website.

The meeting was adjourned at 9:00 P.M. The next meeting is scheduled for November 6, 2017, 7:30 P.M. in the Library of the Great Valley Middle School.
