BOARD OF SUPERVISORS’ MEETING
MAY 17, 1993
MINUTES

The Charlestown Township Board of Supervisors met on Wednesday, May 17, 1993, at the Charlestown Elementary School, Charlestown Road, Devault.

Present: Irene W. Ewald, Chairman; John C. Martin, Jr., Vice Chairman; Vincent G. Kling, Sr., Member; Thomas F. Oeste, Esq.; Surender S. Kohli, P.E.; Ruth W. Buckwalter, Secretary and those on the attached list of attendees.

At 8:00 pm, the Chairman called the meeting to order.

Announcements: The Chairman announced the following meetings - May 17 - Mrs. Ewald and Mr. Kling met with representatives from Tredyffrin, Schuylkill, East Pikeland, Phoenixville Borough and PENNDOT at the request of State Representative Carole Rubley regarding problems and service from PENNDOT. Mr. Kling reported that the PENNDOT representatives seemed to know very little about Charlestown Township, so they agreed to a road tour in the near future to be accompanied by the Supervisors, Roadmaster and Township Engineer; Mrs. Ewald met with Fred Alston, Fire Marshal, and Ed Sheaffer, Department of Forestry. This meeting was held as a result of Conrail causing a fire in the Township for the third time in four years. The Supervisors agreed to pursue this matter through the Department of Forestry.

The Chairman raised the issue of the proposed refinancing by the Valley Forge Sewer Authority. Mr. Oeste explained that the Authority wanted to utilize the full faith and credit of the Township in order to do a refinancing which would give them certain tax benefits. Mr. Martin stated the Township should get back a portion of the $195,000 savings for the use of it’s credit. Mr. Kling suggested talking to the other partner Townships and see what they plan to do. Mr. Oeste will look into the matter further with Mr. McErlane.

Mrs. Ewald announced the date of June 24th has been set for the Chester County Historic Preservation Network Annual Summer Social.

At this time, the Chairman turned the meeting over to Mr. Oeste for the continuation of the Public hearing on Charlestown Meadows. A Court Recorder took the minutes. Mr. Halderman, representing the Applicant, interviewed Jay Scott Worell, a professional forester. The subject discussed was tree replacement and spacing. Following the presentation and a time of questions, Mr. Oeste stated for the record that this hearing will be continued on June 21, 1993.

The Chairman entertained a motion to adjourn. Mr. Kling moved to adjourn the meeting, Mrs. Ewald seconded the motion, Mr. Martin opposed. The motion carried and the meeting was adjourned - 9:45 pm.
